There's no way to tell. I tin can guess. I guess that the bottom picture is about three months and the top movie is a lilliputian under a twelvemonth. It troubles me that the eyes of both tortoises are closed in the pictures. Plus they both wait very dry.

My impression is the same as Yvonne's. They both look very dry. Information technology could be that the tortoise that y'all have had for a while has been kept too dry it is affecting it'due south growth. The newer tortoise has been better hydrated and has had a chance to grow some. There is no definitive way to tell the historic period of a tortoise unless you know the hatch date.

Your new 1 has been kept too dry. A warm humid airtight chamber and a few months of daily soaks should help a lot.
They retain the egg tooth until about half-dozen weeks, and so yours is at least older than that.
I'yard as well concerned about the eyes. Are y'all using a curl seedling for UV?

Pitiful to ask but others may save their tortoises by hearing more than virtually what happened to Koopa.
Thanks
